City planning staff told the council on June 1 that a new review category called "partial exemption" was added in last year's critical-area ordinance update and that those applications typically require about five hours of staff review. Staff proposed a $760 flat fee to reflect that lower workload, roughly half the cost of a full critical-area review.
"Partial exemptions typically require less technical analysis than a full critical-area permit but still need staff review to confirm eligibility and any mitigation needs," planner Amanda McIntyre said. Staff recommended the council place Resolution 5-27, which would add the new fee to the schedule, on the June 15 consent agenda.
Council moved and seconded the staff recommendation and voted to place the resolution on the next consent calendar. Staff said complete exemptions that remain tied to building or clearing permits will continue to follow existing review paths.
