City Clerk Linda Mendenhal presented proposed revisions to Resolution 2117 and related ordinance language on June 2, asking council to confirm direction before staff brings formal ordinance and resolution language for adoption.
Mendenhal said the proposed changes would shift appointments from the fiscal year to the calendar year, add a meet-and-greet step to recruitment, assign numbered positions to board seats, clarify midterm appointment procedures and formalize the notification and vacancy processes. She described outreach and staff/liaison roles in the appointment and reappointment process and said some administrative updates were included to improve clarity.
A substantial portion of council discussion focused on reappointments and term limits. Several members objected to requiring long-serving incumbents to repeat the full application process; council members said incumbents in good standing should receive preferred consideration rather than be forced through the entire application. Council members also emphasized attendance and performance as criteria for reappointment. After discussion, council members broadly supported a consistent approach of four two-year terms (with staggered seats) for most boards while allowing exceptions for bodies with technical qualifications or standing bylaws; staff will draft final language to reflect this consensus and the council requested clarifying language about whether partial terms count toward limits.
Mendenhal said staff will bring the ordinance for first reading and then present a replacement resolution for the council's policy and procedures; boards with bylaws will need to update their bylaws if term lengths change. Council asked staff to ensure notification messages are not sent until after the council vote and to preserve the practice of giving reappointment preference to incumbents in good standing.
The council did not take a final vote on the policy at the workshop but directed staff to prepare ordinance language and a revised resolution for upcoming meetings.
