Council approves Oakleaf amendment to allow possible Papillion–La Vista fire station on development parcels

The Papillion City Council approved Resolution R260104 on June 2, amending the Oakleaf mixed‑use development agreement to create two lots, adjust the signed budget and update the landscape and development plans to accommodate a possible Papillion–La Vista fire station within the Oakleaf area.
Developer representative Larry Joinman said the amendment primarily updates the development plan and budget to provide for two lots and an administrative subdivision that would permit the fire station use if the partners decide to proceed. "This is an amendment to the mixed‑use development agreement to really provide for the Papillon–La Vista Fire Station that's going to be located within the Oakleaf mixed‑use area," Joinman said.
Mayor and council members emphasized that approving the amendment makes the use allowable under the development agreement but does not constitute approval to build or fund a fire station. "I just want to point out... no approval of a fire station has occurred," the mayor said, explaining the mutual fire organization and partner agencies control land acquisition and subsequent approvals.
The motion to approve the resolution was made by Councilman Glover and seconded by Councilman Angberg; council recorded the motion as passed on the record.
The amendment also anticipates further administrative subdivision and design work; future approvals and funding decisions would be required before any construction could begin.
