Sealed bid filed for Silver Lake North Dam property; council will review

Mayor Kevin Hemann opened one sealed bid for the Silver Lake North Dam property at the Oct. 20 Highland City Council meeting. Hemann read that the bid came from Charles and Susan Urban; City Manager Conrad said the council would not take action that night and would evaluate the submission and make a recommendation at the next meeting.
The submitted written bid describes a proposal by the Urbans to purchase "the roughly 1.836" acres described as PIN# 02-1-18-00-000-025 and to construct a dam and catch basin to capture sediment and runoff from "almost 200 acres" that would otherwise drain into Silver Lake. The bid indicates the majority of the pond would sit on property already owned by the bidder or being coordinated with other landowners, and that maintenance and upkeep would be the responsibility of the bidder and successive owners. The bid also includes a reversion clause returning the property to the city if the land ceases to be used for the dam and catch-basin purpose.
The written bid reads in part: "I propose to purchase the roughly 1.836 advertised as part of PIN# 02-1-18-00-000-025 as part of a larger drainage basin project with the IL EPA grant program referred to as 319 grants. If awarded the property, as consideration I propose constructing a dam on the portion of ground described above which will then create a catch basin for sediment and runoff from almost 200 acres of ground that would otherwise drain into Silver Lake." The council did not vote on the bid; staff will evaluate the proposal and return with a recommendation at a subsequent meeting.
