Burien planning director outlines code rewrite, fee study and follow‑ups after TDR briefing

Liz Stead (Director) said the TDR/LCLIP study is a multi‑department effort involving public works, parks, economic development and finance, and that staff will coordinate infrastructure needs and project lists with those departments. She said the Department of Commerce deliverables and the consultant report will be shared with the commission when available.
Stead also said staff will begin a Title 17 planning‑code rewrite and a permit‑fee study to align permit charges with staff time and costs. She told commissioners the department had started meeting quarterly with the Master Builders Association and would share Association of Washington Cities legislative updates during future director’s reports.
Commissioners raised prior online‑meeting disruptions from December and asked what safeguards would prevent future incidents. Stead acknowledged the lapse, said staff generally mutes participants proactively and apologized for the prior meeting’s failure to do so, and pledged to improve muting and monitoring procedures for hybrid meetings.
The commission tentatively scheduled Feb. 11 for North‑of‑NERA case studies and Feb. 25 for a Title 17 subdivision overhaul study session; Chair Shelley Park adjourned the meeting at 7:16 p.m.
