Kitsap Transit authorizes Bremerton Transit Center camera upgrades and seeks bids for security door

Kitsap Transit on June 2 approved upgrades to the Bremerton Transportation Center’s camera system and authorized staff to advertise for bids on a coiling security door for customer-service windows.

Director Claussen said a 2024 security assessment identified gaps that could be addressed by improved cameras and system enhancements; staff secured a state-contract quote of $491,650 and asked the board to award the camera work to Long Building Technologies. "The quote as indicated is $491,650…so we're asking for your permission to go forward with the acquisition and installation of these additional cameras," Claussen said. The board approved Resolution 2637 to award the contract.

A board member raised concerns about a high-frequency noise generator installed near the Bremerton Transportation Center to deter loitering; the member said parents reported children with sensitive hearing find the device uncomfortable. Claussen said the device is intended to prevent loitering in the designated smoking area and committed to verify it is not harmful to children.

On a related security measure, staff described an incident in which a person slid burning paper under a customer-service pass-through; the risk prompted a resolution authorizing staff to seek bids for a roll-down/coiling security door for the customer-service windows. The board approved Resolution 2639 to advertise and seek bids; staff said the work will be covered by shifting capital budget items if necessary.

The cameras would record for a limited period (often up to 30 days) and are not actively monitored; staff said they respond to law-enforcement requests for stored footage.

Next steps: Staff will execute the camera contract with Long Building Technologies and proceed to solicit bids for the coiling security door; staff will also verify the safety and placement of the high-frequency noise device.
