The appropriation is a state funding letter distinct from competitive grant programs, Conrad said; the city has scheduled a meeting with the Department of Transportation Local Roads at the end of the month to develop a project timeline. Mayor Kevin Hemann and Conrad thanked Representatives Hoffmann and Meier, Senator Plummer and Secretary of Transportation Biagi for support in securing the appropriation.
The work is intended to improve vehicular flow and pedestrian access on Poplar Street South and to provide a direct active-transportation connection to the new school. The council did not take a vote on project design or contracts at the meeting; staff will return with additional details and timeline recommendations after the upcoming DOT meeting.
City Manager Conrad summarized the planned improvements: "This will allow us to put in gutters, curbing, a center turn lane, and also a shared use path from VFW Road to the new school." No construction schedule or contractor was named at the meeting.
