San Bruno reports 10% citywide vacancy rate; HR outlines recruitment and retention steps under AB 2561

At a May 26 public hearing held under Assembly Bill 2561 (Gov. Code §3502.3), San Bruno’s new human‑resources manager, Lindsay Neri, presented the city’s vacancy report, recruitment activities and retention measures and recommended the council receive the report.
Neri said the citywide vacancy rate was roughly 10% as of May 1. By bargaining group she reported: Fire 12% (up from 3%), Police 10% (down from 12%), PSM 0% (down from 7%), Miscellaneous 5% (down from 19%) and Mid‑management 17% (unchanged). She said the total does not include elected officials or the city manager.
Neri described operational steps to improve hiring and retention: adopting BambooHR as the human‑resources information system to streamline recruiting and onboarding; manager outreach to tailor recruitment to department needs; HR participation in interview panels; attending six job fairs in 2026; and retention measures including a 36‑hour, four‑day workweek, structured onboarding and promotion of total compensation in recruitment.
Council members thanked Neri for the presentation and asked staff to explore ways to accelerate public‑safety recruitment timelines. There were no public speakers and the council closed the hearing by unanimous voice vote; staff will repeat the AB 2561 hearing in a year.
