Police Chief Matt Line told the City Council that at about 3:30 p.m. on April 27 officers responded to reports of a woman in severe distress at the overcross. Chief Line said an officer engaged the woman, who then moved onto the railing and appeared poised to jump. "He grabbed the woman from behind, pulling her backward, away from danger," Line said, describing a sequence that unfolded in about five seconds and exposed the officer to personal risk.
Mayor Rico E. Medina and other council members joined the chief in praising Kerwin’s quick action. "Your actions in this case were an example to us all of service, of selflessness, and courage," the mayor said while presenting the proclamation honoring Kerwin.
Kerwin, accepting the award, thanked the department, his chief and family and said the outcome was the result of training and support. Chief Line emphasized that the incident involved someone in a deep mental‑health crisis and reminded the public that the San Bruno Police Department offers a mental‑health clinician program; he also cited county and national crisis resources and urged people in crisis to seek help.
The council did not take formal action tied to the recognition; the presentation concluded with council members thanking Kerwin and the department.
