Henry County updates road and bridge repairs, increases township per-mile payments and plans hearings on township ordinances

At the May 28 Henry County Commission meeting, county staff and commissioners gave updates on multiple road and bridge projects and discussed township funding and upcoming ordinances.
Commissioner Jake Bradley said the Southeast 91 Road Bridge is nearing completion, with asphalt and guardrails in place; commissioners recessed mid-morning to inspect grounds and return to the meeting after an on-site review.
County road staff described ongoing work at a Bethlehem-area bridge and plans to address mud and vehicle-turnaround problems near a work zone by spreading rock; they also reported continuing patch work in repeatedly washed sections and noted weather-related delays that could push some work until after the July 4 period.
On design, staff reported that the bridge planned for route 1101 will use the same design as the Poop Creek bridge on route 450, with a 25-foot right-of-way and an elevation three feet higher than the previous opening. Staff said they will coordinate elevation details with the county engineer.
Commissioners and staff discussed how the state-collected gas tax is shared with townships and said the county increased per-mile payments to townships to $550 this year to provide more maintenance funds; staff cautioned that higher gravel and fuel costs will affect purchasing power despite the increase. The county also discussed the county's cart/rock reimbursement contract for township work and how gas-tax and levy revenue feed routine maintenance budgets.
The commission reviewed draft ordinances and township resolutions for Booth Road, Northwest 40/Booth Road and Fields Creek; some township signatures were still outstanding. Commissioners agreed to post the ordinance(s) for a public hearing on Thursday and to consolidate signed documents into a shared file prior to taking action.
Separately, staff and city representatives discussed signage and enforcement at the bandstand (hours of operation, no-skateboards/bicycles, no-smoking rules). Bruce inspected the site and reported finding two county signs: one noting county properties are smoke- and tobacco-free and one prohibiting skateboards and bicycles on the bandstand post.
Routine minutes and expenditures were approved by voice vote during the meeting; recorded votes were "motion carried" without roll-call tallies in the recorded transcript.
