Caswell County commissioners approve VSO contract, water study, EMS roof and accept Duke Energy grant

The board voted to enter an interlocal agreement with Alamance County to provide a Veteran Service Officer (VSO) to serve Caswell County two days per month. County Manager Miss Williams presented three options from Alamance — weekly service at $28,500 annually, two days per month for roughly $15,76 (transcript truncated) and one day per month for $10,226 — and recommended a limited contract to evaluate demand before creating a full‑time post. "This cost would include the VSO's salary and benefits attributable to Caswell County reimbursement and administrative time necessary to process claims," Miss Williams said. Commissioner Rose moved to approve the two‑day option; the motion was seconded and carried by voice vote.
The board also approved a memorandum of agreement with the consultant team transcribed as Ali Williams Carman and King Incorporated to update Caswell County's water system management documents and to conduct a water‑rate and tap‑fee study. County staff said the county's tap‑fee and rate policies date to 2010 and "may not adequately recover the county's actual cost" for new connections; the contract was presented as a project not to exceed $20,000 and the board approved the work, with staff to return with recommended rates or policy changes if needed.
On capital work, the board approved a $52,595 contract with Custom Coatings Incorporated to restore the roof on the county EMS building. Deputy counsel Mr. Johnston reviewed supplementary general conditions including required performance and payment bonds and noted the contract's completion timeline was adjusted from five to 30 days.
Miss Williamson told the board Caswell County has been awarded a $25,000 Duke Energy Foundation grant to support a Storm Preparedness and Community Readiness Initiative; the board voted to accept the award and staff will return later with a budget amendment to appropriate the funds into the project account. "There is no county match required," she said.
Several appointments were handled under nominations: Angela Upchurch and (transcribed) Amed/Ameda Ahmed were appointed to the Tourism Development Board after nominations and voice votes.
What happens next: staff will encumber the water‑study contract and proceed with analysis; the VSO arrangement will be implemented under the interlocal agreement and monitored for demand; the EMS contractor will be engaged for roof restoration; and the Duke Energy funds will be appropriated after receipt and a formal budget amendment.
