The first action was a new job description for a highway worker who may be hired without a commercial driver’s license (CDL) on day one but must obtain the CDL within one year of employment; commissioners approved adding the position to the highway structure and limited the number of employees in that category to one at a time.
Shannon also requested authority to update the plan’s summary plan description (SPD) to reflect eligibility tweaks and then presented recommended Northwind plan design changes to take effect Aug. 1. Key changes approved by the board:
- Add a new tier for bio‑similar drugs (tier four) with a $90 copay for a 30‑day supply. - Increase the specialty drug copay (tier five) from $125 to $180; a zero‑dollar option remains available to members who participate in the county’s Prudent RX program.
Shannon explained tiers one through three remain unchanged (tier one $10, tier two $30, tier three $60). She said exceptions and prior authorization would continue for medically necessary biologic medications when required.
Commissioners voted to adopt the job description and the plan changes. Shannon said she would notify employees by email and follow up with mailed notices to members’ addresses on file.
