Plan Commission clears multi‑phase skate park for Regnar Park

The West Bend City Plan Commission on June 2 approved a multi‑phase site plan to build a concrete skate park at Regnar Park, 800 North Main Street.
John introduced the city-requested project. Jim, planning staff, described the design as a concrete skate park with a range of features and minimal grading; the plans call for replacing a sanitary sewer line that runs through the site and for stormwater and erosion controls. "The skate park is located within our ... the flood fringe or the flood plane. So a flood analysis or a calculation is needed prior to releasing the project just to verify that we're not impacting the ... flood elevations," Jim said.
Project representative Rick Fox and a volunteer involved in fundraising described a phased construction approach and said an anonymous donor and park impact fees have contributed to the effort; they said additional fundraising remains necessary to complete all phases. Commissioners asked whether the replacement sewer would become a long-term maintenance responsibility and whether any lighting was planned; staff answered the sewer would be replaced as part of the project and that no lighting is proposed for any phase unless returned as an amendment.
The commission approved the site plan on a voice vote with no recorded opposition. Staff recommended approval subject to three conditions addressing stormwater, floodplain calculations and erosion control.
