Casplay Food Commission adopts updated Boulevard Garden blueprint; Fargo policies highlighted

The Casplay Food Commission approved an updated Boulevard Garden blueprint after staff presentations explained the document’s reorientation to boulevards/right-of-way, a new evaluation framework and mitigation strategies for common concerns.
"Boulevard gardens can improve streetscapes, provide pollinator habitat, and allow residents without large yards to grow food or flowers," said Haley Lind during the commission presentation, describing the blueprint’s goals and design guidance.
Presenters walked commissioners through common concerns and mitigation strategies: soil contamination (recommend soil testing and plant selection to limit uptake of heavy metals), pet waste and vandalism (design and deterrents), safety and sight-line requirements (height restrictions and 811 utility locates before digging) and maintaining an intentional edge so plantings are not perceived as unkempt. The blueprint’s evaluation table now includes mitigation strategies tied to policy language and education resources.
Speakers compared local rules across jurisdictions: Morehead’s 2019 policy permits most boulevard gardens (no permit required under 20 sq ft; raised beds disallowed; site inspection on installation); Fargo requires permits for raised beds above 4 inches and enforces height and setback limits (plants generally may not exceed 36 inches, reduced near intersections and hydrants), utility access rules and a small number of active permits were reported. West Fargo and Cass County were described as inconsistently addressed in local code or handled on a case-by-case basis.
Commissioner Joan moved to approve the Boulevard Garden updates; the motion was seconded by Jim and passed by voice vote.
Staff said the blueprint will be posted and that staff will share templates and the updated evaluation framework with member jurisdictions; commissioners also discussed incentive programs and technical assistance (regional grants and cost-share programs) that could support boulevard garden adoption.
The commission set jurisdiction topics for upcoming meetings (Morehead + Dworth on Sept. 9; Cass County + Fargo on Nov. 4) and closed the agenda item after the voice vote.
