Network 180 reports increased demand under CCBHC model, asks for advocacy to sustain services

Bill Ward presented updated data from Network 180, reporting growth across services following the organization’s certification as a Certified Community Behavioral Health Clinic (CCBHC).
Ward said Network 180 served 16,000 people in 2025 and is on target to serve 18,000–19,000 this year. He reported a 29% increase in mobile crisis responses between 2024 and 2025, a 26% increase in adults served by the CCBHC, and a 43% increase in children and youth seen by the CCBHC. Ward said the CCBHC designation allows Network 180 to assess anyone seeking care regardless of insurance or ability to pay while the federal grant is in place; he noted that the grant funding ends in 2027 and asked council members and partners to advocate for making the program and mobile crisis unit permanent.
Jason Loepp asked whether insurance status affects access; Ward responded that the federal grant currently enables broad access regardless of payer, but billing and funding arrangements will change after the grant ends. Ward also noted gaps remain in residential mental-health placements for people under 18 and emphasized efforts to link patients discharged from inpatient care to community supports to avoid readmission.
Ward distributed handouts and asked the council to support advocacy on behalf of Network 180 to sustain services beyond the federal grant.
