Daniel council sets June 1 budget hearings, debates and directs staff to reconcile personnel and finance policies

Clerk/Recorder Megan Goodrich reported the town has spent below budget with about 83% of the fiscal year elapsed and that miscellaneous revenue included an unexpected $5,000 for the general plan update. Based on current forecasts, the Town of Daniel is financially sound, she said.
Councilmember Stefanie Grady moved to set a public hearing for June 1, 2026 to approve the FY2025-26 amended budget and the FY2026-27 final budget; Councilmember Gary Walton seconded and the motion passed unanimously.
Goodrich also presented four draft municipal policies for possible adoption: Personal Use of Entity Assets; Reporting Fraud or Abuse; Credit Card Policy; and Travel Policy. Councilmembers and the mayor questioned details including mileage reimbursement start points, the number of issued credit cards (the clerk reported four issued), approval authority for travel expenses (Mayor to approve), and documentation requirements. Planner Eric Bunker said the drafts presented were not yet ready and raised substantive concerns.
A motion to postpone adoption failed for lack of a second. Councilmember Stefanie Grady then moved that administration collaborate on the policies and bring a unified recommendation to the council on June 1, 2026; Councilmember Eric Bennett seconded and the motion passed unanimously. The council did not adopt the policies at this meeting.
