Burien council advances maintenance-facility project; staff seeks flexibility to move $10 million to CIP

Finance staff said existing reserve-policy language constrained use of a $9 million reserve and proposed removing that constraint to give the city more flexibility.
Finance Director Casey Hedley told council staff would transfer $10,000,000 from the general fund reserves into the parks and general government CIP (with $1,000,000 directed to equipment reserve and $9,000,000 to CIP) and requested a budget amendment to increase CIP spending capacity by $9,000,000 if a site opportunity emerges this year. Hedley said the funds are available but require council approval to reallocate.
Councilmember Kevin Schilling moved to place the item on the consent agenda; the motion passed and council later approved placement and moved to consider the financial-policy update on the regular business agenda at the next meeting for fuller discussion. When the maintenance-facility placement was voted the council recorded unanimous support.
Staff framed the change as administrative flexibility to respond quickly if a property or partnership opportunity appears and emphasized the city would still pursue a long-term solution while maintaining service levels.
