City staff said they are negotiating a memorandum of understanding with the historical society to clarify which items would be loaned and which would remain under county ownership, and that the hired director would work under a public board and be responsible for growing collections and programming. Staff and council members emphasized that the museum should not sit empty and said several people have already offered donations.
The council voted in favor of the ordinance. Members asked staff to draft the board structure and MOU language and to return with more detailed operational and budget information as the city proceeds.
