The Belle Glade City Commission on June 1 voted to reject all proposals submitted under RFQ #052026 (contractor pre-qualification for residential home rehabilitation) and to reissue the solicitation with clarified licensing language.
Staff and legal counsel explained that a misunderstanding about the grant’s procurement language led the RFQ to require a state contractor license rather than permitting contractors with a Palm Beach County certificate. The mistake, they said, narrowed the applicant pool; staff received roughly three responses when the city had aimed for three to six bidders, including local contractors.
City officials recommended cancelling the RFQ, amending the solicitation language to state that either a state license or a Palm Beach County certificate is sufficient, and reissuing the request so more contractors can compete. Commissioners expressed support for maximizing local participation while ensuring a fair procurement process.
Commissioner Amazon moved to reject the proposals and reissue the RFQ with corrected certification language; Vice Mayor Ree seconded. The motion passed by roll call with all members present voting in favor.
Staff said the reissued RFQ will broaden the pool of eligible contractors and help speed repairs by giving project owners more options for local bids.
