Council debates livestock/feed sales tax question but takes no action

City staff reported that the Arizona Department of Revenue will not provide a city-level breakdown of transactional privilege tax (TPT) receipts for livestock/feed, so staff could not present an exact revenue figure attributable to those sales. Staff provided an estimate instead, saying roughly 1–2% of properties — on the order of a few hundred parcels — might have horse privileges or related livestock activity.
Council members debated whether to pursue a local sales-tax change to capture feed sales. Some members opposed moving forward without clearer revenue data and argued the affected population would be small; others said the aim is to create a level playing field with neighboring jurisdictions where residents may purchase feed outside the city. Several council members said they would prefer not to proceed based on the available information.
No motion or formal action was taken at the June 1 meeting. Staff indicated the matter would be dropped for further pursuit unless the council directs otherwise.
