Planning board extends Penrose's Copper Village site-plan approval as developer secures financing

The City of Rome Planning Board voted unanimously to extend a previously approved site plan for Copper Village, a proposed 312,500-square-foot mixed-use development on the waterfront between Seavoi Avenue, Washburn Boulevard and Baptiste Avenue.
Angela Itt, speaking for Penrose NY LLC, told the board the project has not changed since original approval and that the company needs more time to secure construction financing. Itt said the team expects to close construction financing and begin ground work in the third quarter of 2027 but acknowledged they may request additional extensions if needed.
Chair Mark Espazito noted that approvals commonly lapse after 12 months unless renewed. Multiple board members questioned whether Penrose would return for further extensions; Itt said, based on current schedules and funding efforts, another extension is likely. The board made the extension motion, received a second, and carried the motion by unanimous voice vote.
The extension resets the approval clock for the site plan and allows Penrose to continue permitting and financing activity. The board recorded no public comments against the request during the public-notice period.
Next steps: Penrose will continue working with city staff on permitting and financing; if construction financing is delayed past the extended approval period, the company said it would seek an additional extension from the Planning Board.
