Goochland County publishes reconciled cash‑proffers database; staff say funds will help project planning

Goochland County staff told the Audit and Finance Committee they have completed an internal reconciliation of cash proffers and posted an updated, searchable public database that shows how much has been collected by case and neighborhood and how the board has allocated those funds in the past.
Denise said the work was a "huge heavy lift," consolidating data previously stored in multiple places into a single repository and publicly publishing the results so residents and board members can see available proffer balances. The county's lead on the effort, Katherine Smith, was recognized in the meeting packet and by staff for the work.
County staff said they are already reviewing proffer balances against the slate of candidate capital projects; proffers were listed as a tool the board could use to reduce borrowing needs for items such as courthouse construction, school CTE upgrades and other projects. Staff emphasized that proffer balances are available now and can be used to inform board decisions about how much to finance versus fund with cash.
The committee received no public comments on the proffers update and adjourned to its next scheduled meeting in September.
