Taylor County opens bids for hospital roofing; mosquito-control procurement raises questions about director qualifications

Taylor County commissioners on June 1 opened sealed bids for a hospital roofing retrofit project and reviewed procurement options for mosquito-control services.

Bids: The county opened eight bids for the Dr. Hospitals roofing retrofit, with published lump-sum bids ranging from about $1.39 million to more than $2.3 million. Staff reminded the board that Florida procurement rules generally require awarding to the low responsive bidder unless there is a material error in the bid documents. The procurement review committee named in the packet included county staff and consultants who will evaluate compliance and apparent low-bid responsiveness before any award recommendation.

Mosquito control: The board discussed proposals for mosquito-control services and was told the county does not currently have a director who has passed the state certification test; past local coordinators also failed the exam. Staff explained one contractor's annual base contract price was listed at $120,962.90 and that turnkey vendors could furnish vehicles, chemicals and assume director duties. Commissioners asked staff to compare the proposed contractual price to last year's costs and to return with budget impacts and a recommended service level (retain county employees and run trucks, or contract turnkey services).

Next steps: procurement staff to verify apparent low bidder compliance for the roofing project and return with a recommendation; staff to prepare a budget comparison and recommendation on mosquito-control service levels and return to the board for decision.
