Upper Macungie supervisors update manager ordinance, authorize LERTA review and approve several development agreements

On a separate motion, the board authorized staff to prepare a Local Economic Revitalization Tax Assistance (LERTA) ordinance after receiving an inquiry from a property owner and the Lehigh Valley Economic Development Corporation about a potential buyer for a property identified in the meeting as owned by the Jand Company on Main Street. The board directed staff to proceed with the required notice and coordination with the county and school district prior to any formal designation.
The board also authorized the township manager to execute multi‑municipal sewer construction and utility agreements with Lower Macungie Township and the Chand Company to extend a sanitary sewer main to the Cold Water Crossing pump station, pending final agreement language and approvals. Staff said the authorization is intended to protect the township if its existing pump station needs significant repair or repurposing in the future.
Several time extensions were approved: the board extended the recording deadline for docket 2368 (617 North Crocs Road minor subdivision) to May 6, 2026, citing that portions of the development cross municipal boundaries and the applicant is awaiting action from Lower Macungie Township; the board also authorized an extension for docket 2347 to May 30, 2026 while third‑party permits (including PennDOT) are finalized. Attorney Dan Rally of Saul Ewing confirmed draft land‑development and financial security agreements have been submitted and that outstanding third‑party agency permits remain in process.
The board referred a conditional‑use application (document 2420) for an auto service station with an accessory convenience store to the planning commission for review and authorized advertising a public hearing for February 5, 2026. A companion motion authorized advertising and scheduling a public hearing for a proposed ordinance to vacate a portion of Main Street in Fogelsville related to the Olympic West development realignment; staff said the vacation is a housekeeping step to return reconfigured right‑of‑way to abutting property owners.
On parks and facilities matters, the board authorized vendors to serve alcohol at township‑run events (Winterfest, the biddy hop, trunk‑or‑treat events, concerts in the park and Parktoberfest) contingent on vendors meeting insurance, liquor‑control permits and responsible‑service requirements verified by township staff. The board also approved purchase of three pairs of soccer goals and 30 roll‑up powder‑coated bleacher units for the Upper Macungie Community Lifestyle Center from a state contract vendor for the amount stated in the motion.
Staff reports noted upcoming recycling and electronics/shredding events, a township‑wide fire and rescue training event, and several recently awarded state grant applications including partial funding toward Grange Park improvements.
