The Oxford Planning and Zoning Commission on April 21 amended and then approved its March 17 meeting minutes after members agreed to add language noting they could not say with certainty whether the town had expended application-review fees beyond the standard $1,500 deposit.
Commissioners said the original minutes left the impression that no town money had been spent reviewing an application. A motion-maker read a brief clarification into the record stating, according to the text read aloud, that "commissioners and staff were unable to state with absolute certainty that no part of the application fees were dispersed during the normal course of business" and that the P&D coordinator would research to confirm the actual expenditures. The text was read at the meeting by Jessica Pinella and then moved, seconded, and approved.
The clarification was placed on the minutes to avoid misleading readers who might conclude that the town had not expended any funds in processing the application. After the amendment passed, the commission resurrected the original motion to approve the March 17 minutes and approved them as amended.
Separately, the commission approved a procedural amendment to the agenda to add an invoice from the McSherry Law Office under invoices (item D). The chair announced each motion carried after votes were taken with vocal 'ayes.' No roll-call vote with named tallies was recorded in the transcript. The P&D coordinator was tasked to follow up and verify whether fees beyond the $1,500 had been expended; the transcript records that staff would research and confirm.
