The Oxford Planning & Zoning Commission voted to approve a site plan and merge lots for a proposed industrial development on Morse Road.
The commission considered application Z-26-25, which proposes construction of three industrial buildings of 11,937 square feet each in the town’s industrial zone. A review letter from town engineer James H. Gallagan of Napis and Young Engineers, Inc., stated that the plans and reports were received and that the consultant’s comments had been addressed. The applicant and the applicant’s professional engineer were present to answer questions.
A commissioner moved to merge the addressed lots and approve the submitted site plan; the motion (read into the record) included multiple conditions of approval: compliance with all town regulations and ordinances; payment by the applicant of any special-consultant costs deemed necessary by the commission; adherence to the statement of use submitted with the application; compliance with the fire marshal’s requirements; acquisition of any required licenses and permits from other agencies; a five-year expiration on site-plan approval if work is not completed; maintenance of erosion- and sedimentation-control measures subject to field review; a required preconstruction meeting with town staff; driveway construction meeting town standards; and recording language noting that the combined lots have eliminated the prior lot line.
Commissioners identified an error in the motion’s lot references and agreed to amend the motion to reflect that lots three and four were to be merged. After the amendment was made and seconded, the commission voted to carry the amended motion (the transcript records the motion as carried; an explicit roll-call tally was not recorded). The commission also noted that tenant-use permits will be required once tenants are secured and that a site-plan bond will be set by the commission’s engineer prior to work.
The action closes the application with conditions that town staff will enforce through the usual permitting, bonding and inspection processes. The commission did not specify a timeline for construction in the meeting record; the motion includes a five-year expiration for site-plan approval if work is not started or completed.
The chair read the town-engineer’s review into the record and identified James H. Gallagan as the preparing engineer. The applicant is listed in the record as Greg Ties (address listed in the application); a professional engineer representing the applicant identified himself in the record (transcript: Grady Aaski).
