The Mansfield Planning & Zoning Commission on June 1 unanimously renewed a special permit for a gravel removal operation on Pleasant Valley Road (file #1164-1) authorizing the removal of approximately 3,500 cubic yards of material under conditions set by the commission.
The motion, based on the applicant’s submissions and staff reports, ties the approval to a detailed list of conditions: hours of operation limited to 7:00 a.m.–4:30 p.m. Monday–Friday; blasting permitted only between 9:00 a.m. and 4:30 p.m. Monday–Friday and no more than once per month for a maximum of 12 blasts during the permit term; blasting and excavation set back at least 250 feet from property lines; seismographic readings required for every blast with reports submitted to the planning department within one month; truck routing specified to use Pleasant Valley Road to Route 32 to Route 6 and all loads covered; soil and erosion controls meeting Connecticut Department of Energy and Environmental Protection guidance; annual and post-blast water testing for a set panel of analytes; no on-site rock processing or stump burial; and a bond to remain until final restoration is accepted.
Staff reported routine compliance and that the operator has cooperated with advance notice for blasting. The special permit is effective until July 1, 2027 and may be renewed if the commission finds compliance with the permit’s conditions. The commission voted to renew the permit as presented.
