The Mansfield Planning & Zoning Commission on June 1 opened and then closed a public hearing on the town’s updated Plan of Conservation and Development (POCD), receiving staff, consultant and public comment and directing staff to prepare an adoption motion for the next meeting.
Consultant Tony Marie Pnatelli summarized outreach since fall 2024, said the update was referred to the regional council of governments for review and noted the regional staff found no conflict with regional plans and commended alignment with state and regional objectives. Pnatelli said Windham Waterworks provided watershed-related comments and that most submissions were line edits; she flagged two substantive policy items raised in comments — scenic views and the description of housing forms in a compact residential transitional future land use designation.
During public comment and commissioner queries, board members questioned the use of the word “character” (which regional staff had suggested replacing with “context” to avoid legal ambiguity under state law) and asked for clarity on how compact-residential designations align with the planned housing design district. Commissioners agreed to incorporate line edits and specified policy changes in an Excel spreadsheet and to have a commissioner work with staff to draft a formal adoption motion. The commission closed the public hearing by unanimous vote and scheduled the adoption motion to be prepared for the June 15 meeting.
The hearing record, including referral comments, an Excel spreadsheet of edits and communications from local committees, will inform the final adoption motion. The commission did not adopt the plan tonight; it only closed the public hearing and instructed staff to prepare the motion and supporting edits.
