Committee backs CIP adjustments but asks for follow-up on school-repair reimbursements and radon mitigation

The finance committee voted June 1 to recommend a set of FY26 capital-improvement adjustments that move one-time reserves into active projects and create a district repair account for school repairs. The committee asked staff to provide clearer documentation on why certain school repairs were not charged to the original school-construction project.
Finance staff outlined the changes: allocate $200,000 already held in capital non-recurring (CNR) funds to ADA work at Sunny Acres and Southeast Park; appropriate $114,560 to a new district repair and improvement project (DRIP) for the board of education; and reassign small amounts among school capital lines — $95,000 to elementary renovations, $28,000 to a cafeteria renovation and $35,000 to a school security grant — for unanticipated costs.
Councilor Ben and others questioned why items such as acoustic wall coverings, cafeteria repairs and radon mitigation blowers were not charged to the original school construction project or reimbursed via the school-construction bonding. Amanda and staff said some larger acoustic work was being handled through the school construction funds and that the radon mitigation work had pipes and pads installed but not blowers; the blowers are being added now after post-occupancy testing. Staff committed to follow up with facilities and the school building committee and provide a reimbursement estimate before the full council meeting.
"I will have to follow up again with facilities and the board of ed to find out why these weren't directed to school construction," Amanda told the committee, agreeing to provide more detail prior to the council vote.
The committee moved to recommend the CIP adjustments to the full council and approved the recommendation. Members said they would reserve the ability to change their recommendation at the full meeting if follow-up information was not satisfactory.
