Commissioner Tony (speaker 16) told the council the zone would address a class of undersized parcels that no longer fit current R‑1 and R‑1A minimums. He said the concept is to permit single‑family dwellings on smaller lots while prohibiting short‑term rentals, second homes, and small accessory dwelling units so the neighborhood character remains residential. Tony said he will draft specific ordinance language and measurements and return to the council with concrete proposals.
Council members encouraged staff and the planning commission to research subdivision impacts, right‑of‑way and easement requirements, and to return with drafted text. The mayor said he supports the commission doing the homework and requested the proposal come back at the next meeting with ordinance language for council review.
