Monona committee approves vendor agreements for park concessions and farmers market

The Monona Finance and Personnel Committee on June 1 approved three one-year facility use agreements that keep food vending, the farmers market and kayak rentals operating at city parks for the 2026 season.
Staff member Jake presented each agreement and recommended approval, saying Papa Barbecue has been “a positive vendor at the park” with “good sales, good food,” and that the vendor’s fee was “slightly increased from last year.” Jake added the city is seeking estimates for electrical upgrades because vendors are currently using extension cords from a flag-pole outlet.
The committee approved resolution 2662893 to authorize Papa Barbecue at Huska Park by voice vote. The committee then approved resolution 2662894 to continue the farmers market at Auska Park; staff said the market draws many attendees and mentioned Aaron Dalbach by name as “president” and an active volunteer. The committee confirmed the fee for the farmers market is $1 for the year and approved the agreement by voice vote. A vendor question about a permit requirement raised by an individual referred to in the record as “salsa man” was noted for follow-up by staff.
The committee also approved resolution 2662895 to allow Surf and Shack Rentals to provide kayak rentals at Schlutoter Park for a third season. Jake said the vendor’s season sales range roughly from $200 to $3,000, that last year’s windy weather reduced rentals, and that the city is considering improved signage and a possible pilot move of the kayak rental operation to Grand Crossing Park. The committee approved the kayak-rental agreement by voice vote.
All three motions were moved and seconded and carried by the members present. No amendments were offered. Staff indicated the electrical upgrades and the vendor-permit question will be followed up outside the meeting.
The agreements take effect for the 2026 season and are for one-year terms as presented; the committee did not set additional conditions at the meeting.
