Texas Workforce Commission finalizing contracts with four CTP providers after pause on referrals, agency says

Laura, identified by the council as the TWC representative, said the agency created a procurement to standardize how VR supports CTP students and that four institutions responded: Texas A&M (Aggie Achieve), Texas State (Bobcat Rise), University of North Texas (Alivar), and Houston Community College (Vast Academy). "We're hopeful that before the start of the upcoming school year... that those [contracts] will all be in place," she said.
Context: TWC temporarily paused referrals to CTPs to conduct a procurement and policy review after variable VR sponsorship arrangements led to uneven student supports across programs. Members told the council they had seen students who previously received tuition, room and board or other extensive supports that may be affected by a standardized flat fee.
What TWC said and what students should do:
- Contract process: Laura described back-and-forth negotiations between programs and agency legal/contract offices; the goal is to finalize contracts that outline flat fees and deliverables before fall.
- Existing commitments: TWC said it did not intend to disrupt services already committed in a customer's Individual Plan (IP). Students with active VR plans should review their IP with their VR counselor to confirm what funding and services are guaranteed.
- Scope: Four programs responded to the procurement; TWC said it did not set a numerical cap on the number of clients it will sponsor but noted that only those programs that responded will have contracts finalized through this procurement. Future programs can apply in subsequent procurements.
Reaction and concerns: Council members pressed for clarity about how the flat fee would interact with federal financial aid (Pell grants) and earlier counselor-led sponsorship decisions. Several members urged TWC and THECB to provide clear guidance for families about enrollment, counselor contacts and what students can expect during contract transitions.
Next steps: TWC will continue contract negotiations; the council recommended outreach materials to help students and families understand VR processes and encouraged students to verify IP language if they currently receive VR support.
