Orting council approves routine contracts, a police vehicle purchase and corrected Buckley clerk ILA

The Orting City Council approved several operational items at its April 29 meeting.
Consent agenda: The council approved the consent agenda by voice vote, which included claims vouchers totaling $629,212.08 and payroll electronic deposits of $251,343.16 along with a set of meeting minutes.
Generator maintenance contract: Staff reported six bids were received for the city’s three-year generator maintenance contract; Energy Systems was identified as the lowest responsive and responsible bidder. Council authorized the mayor or his designee to execute a three-year contract with Energy Systems for 2026–2028 to maintain standby generators for water sources, lift stations and other critical facilities.
Stormwater program update (SWWP): Staff said the city must update its stormwater management program to comply with the Western Washington Phase 2 NPDES permit (2024–2029). Council authorized a task order with Parametrix to prepare the SWWP update, not to exceed $55,000.
Police vehicle purchase: Council reviewed a budgeted allocation ($90,000 previously authorized in the 2026 budget) and staff requested authorization to purchase a Ford Explorer patrol vehicle for $52,400 via a state cooperative procurement. Staff said the purchase conforms to the city’s vehicle-replacement policy and that equipment, taxes and licensing will be paid from remaining budgeted funds; the council gave consent to proceed.
Buckley interlocal agreement correction: Staff explained Buckley notified the city of a mathematical error in the interlocal agreement’s travel-cost calculation; the corrected flat rate reduced the per-trip charge from $125.65 to $112.60. Council approved the amendment to the ILA, which will be recorded as agenda item F at the regular meeting that evening.
Relinquishment of easement: Council authorized the mayor or designee to sign a relinquishment of easement for a portion of city-owned stormwater conveyance on property owned by Copper Ridge LLC (assessor parcel 011932100) contingent on installation of a replacement conveyance within the public right-of-way.
All motions described above were approved by voice vote or roll call as noted in the meeting record; no controversial abstentions were recorded for these operational items.
