Orting directs planning commission to implement state housing bill; council removes parking bill from the scope

Council voted to direct the Orting Planning Commission to begin implementing House Bill 17-57 into the municipal code; council amended the motion to remove Senate Bill 60-15 from the work directive before approving it.
City planner Kim Gunderson told council that House Bill 17-57 must be incorporated into the municipal code by June 2026 and that Senate Bill 60-15 (limits on local off-street parking requirements) also raised compliance issues. Gunderson recommended assigning the planning commission to prepare code amendments and a recommendation to council.
Deputy Mayor Jeff Sprowl moved to remove SB 60-15 from the assignment so staff could focus on the statutorily required HB 17-57. The amendment passed on roll call (5–2) with Torres, Williams, Tracy, Sprowl and Reid voting yes and Holland and Hogan voting no. Council then voted to direct the planning commission to implement HB 17-57 (as amended).
Planner Gunderson said implementing HB 17-57 will require code updates to accommodate conversions of non-residential space to residential and to ensure the municipal code matches the new statute. Council asked about staff time and resource implications; Gunderson said the work would start with the planning commission in June.
The planning commission will begin drafting code amendments and return a recommendation to council for eventual action.
