Orting City Council approves Vision Zero resolution, hiring ordinance, bridge grant and several administrative actions

At its May 13 meeting the Orting City Council adopted a Safe Streets (Vision Zero) resolution, an ordinance changing hiring approvals, accepted a $103,000 Commerce grant for the evacuation bridge and approved personnel and administrative motions including designation of an acting clerk and an amended public-works job description.
The Orting City Council on May 13 approved multiple agenda items including adoption of a comprehensive safety action plan, changes to hiring approvals, and grant and personnel actions.
The council voted to adopt Resolution 2026-11, which endorses the city's comprehensive safety action plan and establishes a Vision Zero goal to eliminate traffic fatalities and serious injuries by 2044. Interim Administrator Bethune told the council the adopted resolution will also allow the city to apply for related grants. Councilmember Amber Williams moved the resolution; the motion passed by voice vote.
Councilmembers adopted an ordinance (number read at the meeting) amending city hiring practices so any creation, modification or elimination of positions must come before the council rather than be solely an administrative action. Councilmember Hogan moved the ordinance; Deputy Mayor Jeff Sproul seconded and the motion passed by voice vote.
The council authorized the mayor to accept a Commerce grant for the evacuation bridge: Commerce awarded a roughly $103,000 grant (net $100,940 after the agency's administration fee) to be applied toward construction costs. Interim Administrator Bethune said the grant was discovered earlier this year and staff will submit invoices for reimbursement. The council approved the authorization by motion.
On administrative items, the council:
- Approved the consent agenda, including claims vouchers totaling $767,007.44 and payroll transmissions totaling $287,004.34; the motion passed by voice vote.
- Authorized a resolution designating the acting city clerk, Shauna Ponzalan, as the city's agent to receive damage claims as required by state law; council members approved the motion.
- Approved an amended public works director job description that refocuses the role on maintenance and operations and reduces the salary range from the previously stated range; the motion passed on a roll-call vote (see related article for vote details).
All motions referenced above were moved and seconded during the meeting and recorded as passed in the official minutes. The council also directed staff to compile questions and concerns ahead of the state financial audit planned for October and to provide additional invoice-detail documentation for the top suppliers before the next meeting.
