Cassie Dearzio presented a revised grant-scoring rubric that replaces the council's direct numeric ratings with a survey-style form. Answers to standardized questions would be converted to scores on the back end, the council said, to reduce individual grader bias while preserving evaluation criteria such as finances, community reach and artist involvement.
Cassie walked members through the form's sections (finances, community reach, number of local artists, administrative readiness and a short "vibe" question). She said tiebreakers would include applicant location and prior WAC awards and that staff would apply automatic scoring formulas once members enter responses.
Members debated how much weight to give the subjective "vibe" answers and recommended beta testing the new rubric against previous application cycles to see which applicants would have been selected under the new system. Several members recommended preparing a communications plan for historical fellowship recipients who might see lower scores under the new rubric.
The council agreed to finalize rubric weights and to bring a tested version to a future meeting for formal adoption before the 2027 application cycle.
