The board approved a $9,800 contract with Cost Advisory Services of Adel, Iowa, to prepare the county’s annual cost allocation plan for fiscal years 2026–2028, which county staff said helps allocate indirect costs to federal grants. The board also authorized continuation of the Iowa State Association of Counties (ISAC) HIPAA program at an annual cost of $1,750; HR staff said ISAC provides HIPAA manuals, training and compliance assistance.
On health benefits, staff recommended renewing the county’s stop‑loss (reinsurance) coverage with a 5.86% premium increase effective July 1, 2026. Finance staff said the renewal includes a $115,000 specific deductible and compares favorably to statewide benchmarks (commonly 9–11%). "This is a favorable rate for stop‑loss insurance," a county finance representative said; the board approved the renewal.
In procurement, county engineer Kathy Nicholas recommended award of project L7527 (seal coating in various locations) to Blacktop Services of Humboldt, Iowa, on a low bid of $164,196. The recommendation noted the bid is below the county engineer’s budgeted amount of $275,000 for FY27 and that the funding source is the local option sales tax account. Board members approved the award by roll call.
The board also authorized an agreement with the State Judicial Branch to reimburse a judicial hospitalization referee up to $17,989.14 for services July 1, 2026–July 30, 2027, and authorized a civil‑suit filing against a vendor to recover an alleged unauthorized payment (the board approved authorization to file).
