On June 1 the Board of Town Commissioners received Resolution 1274-26 to amend the town's fee schedule and set a public hearing for June 22. The staff-recommended changes are limited to two items: a new $450 landscape-review fee to cover large commercial or residential project reviews, and an update to a county pass-through system development charge based on Harford County’s annual change.
Michael Bear, planning director, told commissioners the landscape-review fee would apply primarily to large-scale development applications and that similar fees exist in neighboring jurisdictions. Miss Moody said the pass-through system development fee is set by Harford County; she cited the updated amount of $11,797 per 30 fixture units, up from $11,289, reflecting the county’s increase.
Staff emphasized that the landscape-review fee is not intended for small homeowner projects such as decks or sheds. The board voted 5–0 to receive the resolution and to hold a public hearing on Monday, June 22, 2026.
