Chester says most ARPA projects are closing; public works garage remains largest open item

At the June 1 Budget & Finance meeting, CFO Richard Troutman gave an ARPA status report that showed the city has closed 19 projects and has nine projects slated to finish by the Sept. 30 near-term target.
"We were awarded a little over $30 million. It has to be spent by the end of this year," Troutman said, adding that roughly $2.5 million from that cohort must be spent in the immediate period to meet documentation and audit deadlines.
Troutman identified several specific items: a planned public works building project with a budget of roughly $8 million (with roughly half slated to be spent through October and the remainder via non‑ARPA funds), a Sun Village playground pavilion (about $300,000 remaining) expected to finish in July, a network upgrade with about $65,000 left, and a fire ladder truck scheduled for delivery at the end of September or early October.
He said the city engaged UHY Advisors to monitor ARPA compliance; the city budgeted $275,000 for that work and has spent roughly $225,000 to date.
Committee members pressed for faster closeout of remaining projects; Troutman said staff and the chief are "all over people to get these projects closed out as fast as possible, doing it right."
