After a competitive RFP and two rounds of interviews with a panel that included municipal public works and finance directors, staff recommended Facility Optimization Solutions (FAO) for job order contracting consulting services; the board authorized entering into the contract. Staff said the panel reached a strong consensus in favor of FAO over the incumbent Gordian Group.
Separately, the board authorized the organization to participate in a MetroCog master contract to access an AIS electronic document management system for internal records and EDMS needs.
On grants and shared services, Pauline explained an application to the Regional Performance Incentive Program (RPIP) for a shared human resources director on behalf of East Granby and Granby. The RPIP requires a 50% match; staff reported the towns would contribute a combined $233,000 over a three‑year period and that the staffing split reflected an 80/20 time allocation across towns. The board approved moving forward with the RPIP application.
All three motions were seconded and carried by voice vote with no recorded oppositions. Staff will finalize contract paperwork and submit the RPIP application for the July 1 cycle.
