Knox County amends ARPA plan, directs RQAW to move to construction documents; ambulance replacement billing noted

Knox County commissioners approved an amendment to the county’s ARPA allocation plan to cover outstanding contractual obligations for architectural planning and to provide a catchall for remaining unspent amounts.
Staff explained the plan originally listed $80,000 for engagement of professional services for architectural planning; the board approved adding $100,000 to that line to cover existing contracts and continued work. The amendment also includes language that remaining funds not delineated or used by listed commitments may be allocated to lost-government-revenue categories if appropriate.
The board also instructed RQAW (the county’s architecture/engineering consultant) to proceed to the next phase — construction-document preparation — under the existing contract. Commissioners voted to allow the consultant to move forward with contract work necessary to bid and prepare construction documents.
Separately, staff reported receipt of a bill for a replaced ambulance and noted the county will notify participating units about their contractually defined percentage share for payment. Commissioners acknowledged the need to process the payment per the terms of the capital replacement agreement.
Both the ARPA amendment and the RQAW-phase authorization were approved by recorded motion and vote during the meeting.
