Board reviews charter oversight fees, billing cadence and possible retroactive charges

Staff said the district can charge up to 1% of charter revenues for oversight or the actual cost of oversight, whichever is less, and noted several categories where costs have not consistently been billed to charters — copiers and certain special-education support were called out.
Staff said they have changed billing practice from an annual “catch-up” at fiscal closing to billing at every reporting period to improve cash flow and transparency. They also said they have not yet reviewed dependent-charter fund balances to determine the feasibility of retroactive adjustments and will engage charters before proposing retroactive billing.
Trustees discussed equity and communication: board members urged “no surprises” for charters and recommended robust outreach, joint trainings for managers and labor representatives when new agreements are introduced, and transparent timelines for any changes. Staff said implementation details — memoranda of understanding delineating services and costs — are forthcoming and that any change would be phased and coordinated with charters.
The board did not take a final vote but directed staff to continue standardizing oversight practice, pursue model documents and return with fund-balance analyses and an implementation plan for any fee changes.
