The Norwich Planning Commission approved a special permit to allow the first-floor of 324 Norwich Avenue to be converted into a neighborhood grocery while retaining a single residential unit above, the commission heard.
Ellen Bartlett of CLA Engineers presented the project on behalf of the owner, describing a rear parking lot that conforms with zoning standards, a proposal to use the city’s municipal trash/recycling pickup in lieu of an on-site dumpster enclosure, and building-face signage rather than freestanding signage due to right-of-way constraints. Bartlett said the plan had been reviewed by DOT and the city engineer and that staff comments have been addressed.
Planning staff confirmed they had received a second DOT review letter and that the city engineer’s comments had been resolved. Staff recommended approval with conditions, including final plan submittal and required permits for signage and renovation. Commissioners asked clarifying questions about basement access (to remain for storage) and trash pickup; Bartlett confirmed the basement would remain as access and possible storage but would not be renovated, and that trash would be staged behind a short black-coated chain‑link fence with slats and taken to the curb on collection days.
Kathy Wik moved approval with the conditions outlined in the planning memo and required final plans; Ella Miles seconded. The commission voted in favor by voice vote and closed the public hearing.
What’s next: Applicant will submit final plans and, once staff confirms compliance with the conditions, the permit path will proceed toward building permits and zoning permits for signage.
