Knox County commissioners approved a transfer of sheriff’s-office equipment to the Vinc Community School Corporation (VCSC) after staff reported the school corporation is forming its own police department and has hired an officer who is a current county deputy.
Chief Deputy Fuller briefed the board that VCSC needs equipment — notably a vest sized and fitted for Deputy Joshua Shipman — and that the sheriff’s office had submitted values for the items. Chief Deputy Fuller and staff confirmed Indiana law exempts transfers between governmental units from standard public-sale and bidding requirements.
A commissioner moved to proceed with the sale/transfer of equipment to VCSC for the officer; the motion was seconded, a potential conflict was disclosed (the officer is a neighbor of one commissioner), and the board voted in favor. The board asked staff to include the transfer documentation in the meeting minutes for audit purposes and to provide an electronic copy to county staff.
No amounts for the individual items were read into the record beyond the sheriff’s office’s submitted values, which staff described as fair and in order. The transfer was approved during routine business and will be processed per county administrative requirements.
The board recorded the vote as "motion carries" with the affirmative commissioners present; staff will place the transfer paperwork in the record.
