Pike County treasurer warns of payroll shortfall; board schedules emergency meeting to consider temporary transfers

He said available unrestricted balances are limited and recommended the board consider a temporary intra‑fund transfer or loan if needed.

Board members discussed possible short‑term sources, including balances in the rabies fund, document storage fund, and recorder fund, but treasurer and clerk staff noted those are statutorily restricted or budgeted for other purposes and that any transfer would require formal board authorization and documentation for auditors. Several members emphasized that moving restricted funds should be treated as an internal loan, documented with clear repayment terms and approved in open session.

Given the immediacy of payroll timing, the board agreed to schedule a special full‑board meeting for 6 p.m. on Aug. 4 to consider specific authorization for emergency intra‑fund transfers or other measures to ensure payroll can be processed. The chair and county attorney will draft a narrow agenda and supporting documentation identifying suggested amounts, proposed source funds, and repayment terms. Members asked county staff to identify the exact balances available in special funds and to provide legal guidance on authority to use those funds.

Several board members also suggested alternatives—postponing non‑critical vendor payments that had already been approved or seeking a short‑term bank borrowing—but treasurer noted the county’s anticipation note is at capacity. The board directed staff to prepare an agenda and materials so the board can act before the payroll processing deadline if needed.
