The Pike County Insurance Committee opened bids for county health insurance on July 28, reviewing a packet submitted by broker Glen Culie that included comparable plans from Blue Cross Blue Shield and UnitedHealthcare. Committee members said Hope Trust, the county’s current self‑insurance pool, did not provide renewal numbers during the bid opening, leaving comparisons incomplete.
Committee chair Derek Ross told colleagues the missing Hope Trust renewal figures mean the county cannot complete a fair side‑by‑side price comparison tonight and asked the county attorney to contact Hope Trust about when renewal information will be available. Staff reported Hope Trust historically provides renewal guidance later in the cycle and that the county’s decision deadline requires notification to Hope Trust by late September.
To give vendors time to underwrite and to collect department‑level questionnaires, the committee voted, by motion of Joe Cobb and seconded by Lance Kendrick, to extend the property and casualty bid application period. The committee set the new opening for 4:30 p.m. on Sept. 15, 2025, and directed outreach to department heads to return underwriting forms by mid‑August so carriers have roughly 30 days to underwrite.
A member of the public urged the committee to compare plan design to the current Hope Trust plan even before prices arrive. Staff said a benefits‑comparison (plan design side‑by‑side) had already been prepared for at least one Blue Cross plan, and that the committee could use those comparisons as preliminary information while awaiting renewal premiums.
The committee agreed to wait for direction from the county attorney about Hope Trust’s contractual obligations and return with a recommended review date once renewal timing is confirmed. The committee adjourned and the full board later approved the committee’s minutes and the Sept. 15 extension.
