Dyer said the council would reconvene afterward in open session to certify the closed session and that the certification would be broadcast on cable television, VirginiaBeach.gov and Facebook Live.
The chair then asked for a motion to recess into a closed session under the legal exemptions cited on the record. The chair read the grounds for closing: discussion or award of a public contract where open discussion would harm the council's bargaining position (citing "section 2.237 11A 29") and discussion of personnel matters including interviews and appointments (citing "section 2.237 11A1"). The motion to recess was moved and seconded; multiple council members responded "Aye" on a voice vote and the chair declared the council recessed into closed session.
Before the council recessed, the meeting included brief member announcements. Council member Kelly said she will hold her 13th community meeting Thursday at New Beach Middle School at 6:30 p.m., with topics to include the budget, public safety, the TIP fund and First Landing State Park. A council member addressed as Cash noted that the Imperial Conclave of the Shriners of Georgia would be in town and that the organization planned charitable contributions to Union Mission, Reset Inc., and a job-readiness program for people with special needs known as MAX.
The council recessed and moved into closed session; the chair stated the council would return afterward to certify the closed session. Individual names for the motion's mover and seconder were not specified on the record, and the recorded votes were voice responses of "Aye" without roll-call attribution.
