Ada County rejects multiple over‑budget bids for sheriff dry‑cleaning and landfill truck, directs open‑market procurement

Ada County commissioners on June 1 rejected two separate bid solicitations after procurement staff concluded the bids failed to meet requirements or were over budget.

For bid 26041 (County Sheriff's Office dry‑cleaning services), procurement reported three responses. Two bidders were found nonresponsive because they failed to include a signed bidder's form; a remaining bidder (Tide Cleaners) submitted a monthly price of $5,593.18, which staff described as substantially over budget. The evaluation group recommended rejecting all bids and soliciting quotes from qualified vendors within the sheriff’s office budget. The board approved the recommendation and directed procurement to seek quotes on the open market.

For bid 26047 (Ada County landfill service truck), procurement reported two bids: Cobalt Truck Equipment at $246,170 and Rod Baker Ford at $225,443.48. Both bids were above the project budget. The evaluation team recommended rejecting both bids and authorizing procurement to obtain the vehicle more economically on the open market; the board approved that motion.

Commissioners reiterated that procurement follows a robust review process before making recommendations. Staff said, if a subsequent vendor and price fit the department budget, procurement will return to the board with a contract for signature. The board also opened RFP 26046 (exclusive alcohol provider for Barber Park events), announced three proposers and tabled award recommendations to the June 9 meeting to allow evaluation time.
