DDA awards $1,895 hanging-basket contract after limited vendor responses

The Leafford Village Downtown Development Authority on Feb. 20 approved a contract with Joe Koochie and Sons not to exceed $1,895 to provide flowers, soil and fertilizer for 33 hanging pots along Southfield Road and to handle pick-up and delivery.
Staff said they requested quotes from five local nurseries and received only two responsive bids. English Gardens returned a substantially higher number that staff and board members said appeared to contain a math or scope error. "I think what they meant was $9.80 per 4 inch pot," one board member said, noting that a corrected English Gardens price would be roughly $2,640 rather than the $26,416 figure the bid listed.
Board members praised Joe Koochie and Sons for last year's service; staff said the vendor starts rooting plants early, includes soil and fertilizer, and handles logistics so the DDA's DPW crew only installs the baskets. The board moved and approved the Joe Koochie quote by voice vote.
Staff noted five of last year’s baskets were stolen and emphasized the vendor’s full-service approach — picking up, filling and returning pots — as a reason to retain the prior vendor. The contract will be executed under standard procurement procedures and funded from the DDA’s existing operating budget.
