OSAC members agreed to a compressed schedule to refine a community‑panel shortlist that will help screen finalists for the city manager recruitment. Mayor Ipsen opened discussion by proposing that each committee member identify five nominees from a 20‑slot pool as a starting point for a representative panel.
Staff warned that the full list should remain confidential while council members review it; only the trimmed top candidates would be made public. Staff also told the committee that executive session can be used to discuss candidate qualifications but not to make a public appointment. After the executive‑session discussion, HR and the recruitment firm will use council feedback to select candidates who will advance to virtual interviews.
The committee scheduled a special OSAC meeting for 10:00 a.m. on Thursday, Jan. 29 to review shortlists and prepare a recommendation for the Feb. 3 full‑council study session. Staff committed to distribute the internal candidate bucket to council members for weekend review and to prepare motion language for the Feb. 3 evening meeting if council chooses to make public motions on finalists.
Staff also recapped the broader timeline for the recruitment: initial virtual interviews are scheduled for the ninth (virtual), finalists would be named publicly after those interviews, and other in‑person rounds would follow; staff noted an existing deadline for names in order to meet Feb. 26 interview scheduling.
Committee members discussed confidentiality trade‑offs and agreed to a light OSAC recommendation (not a binding resolution) to give HR flexibility while protecting applicants’ privacy. The committee asked HR to ensure that those not shortlisted are not disclosed publicly until finalists are confirmed.
Next steps: HR will privately distribute the candidate list to council members this weekend, OSAC will meet Jan. 29 at 10:00 a.m. to refine the list, and the council will discuss OSAC’s recommendations during the Feb. 3 study session and may vote publicly that evening.
